Craig Bellamy says the English squad depth is remarkable that a boxing promoter would not match them with his Wales side.
The Welsh squad face their neighbors in a friendly at Wembley on Thursday before their crucial qualifying match against the Belgians next Monday.
National team coach Tuchel has left the likes of Jude Bellingham, Foden and Jack Grealish from his squad for the match against Wales and their World Cup qualifier against Latvia.
"The English have a incredible squad, similar to France," the coach remarked.
"England have a transfer market value of £1.4bn, ours is £170m. Were you a fight promoter, you wouldn't put us together. It wouldn't be allowed."
Bellamy says ensuring Wales can face the talented opponents is a "driving force".
The Wales head coach continued: "We don't go off values, but the reality is they don't just have one team. They possess two, three, four and the French and others are similarly stacked. England have many great players and that's the honest truth."
"One right-back was ruled out with injury the other day and there are 24 more to go! They have over sixty footballers. I'd love us to be well-equipped like them."
These two nations last faced each other at the 2022 World Cup in Qatar, when England emerged as comfortable victors in a group match before the previous England team made it to the last eight.
The new manager is Tuchel, a Champions League and Fifa Club World Cup champion at the London club who has won league championships in France and his native Germany.
The Welsh boss was formerly an coach at Anderlecht and the English club to Vincent Kompany, who replaced Tuchel at Bayern Munich.
"Tuchel's an incredible coach - his achievements speak for themselves," he noted.
"I possess some sort of insight because the team he departed I am familiar with people who have gone in there. I get a bit of an insight there of his methods and it's remarkable. "
"His tactical detail is top level and I aimed to be up against that - see how you're going to adapt because he adapts too. I can learn from that. I'd love to reach that level."
